Extension of the state of emergency system: intervention by Guillaume Arnell

On behalf of the European Democratic and Social Gathering (RDSE) group, Senator Guillaume Arnell spoke last Friday in the Senate in general discussion of the bill relating to the extension of the state of emergency system and the strengthening of its provisions . 

“My first words, like my thoughts, go first to the innocent and full of victims of the heinous attacks perpetrated a week ago in Paris, as well as to their families plunged in pain and immeasurable pain. Their suffering is also ours, it is that of the whole Nation. ”

Acting at the root of evil

“Most of these fanatics were born and raised on our soil. This questions the bankruptcy of our policies towards neighborhoods which have too often become areas of lawlessness. Make no mistake, the young people who go off to do jihad, recruited and animated by a fierce hatred of our society, reveal a deep uneasiness, both social and identity. Without forgetting the educational bankruptcy of overwhelmed parents, who no longer have the slightest authority over their children. We must act at the root of the evil if we are to dry up the recruitment of Islamist terrorism. ”

A long-term reflection

“Also, under the conditions that we know, how not to approve the text presented, as it appears necessary (…) Prime Minister, we support you and we approve the proper adoption of the text. (…) Finally, it seems important to us to specify that if the urgency and the means to act in this context are necessary, we must also start a long-term reflection. The searches and arrests will, in the immediate future, certainly prevent further attacks. However, they will not be enough to disarm the spirits plagued by a totalitarian ideology of extreme violence. ”

Last Friday, the President of the Republic François Hollande promulgated Law No. 2015-1501 extending the application of Law No. 55-385 of April 3, 1955 relating to the state of emergency and strengthening the effectiveness of its provisions. Senators unanimously adopted the votes cast for this bill.
