PPRN: The members of the Technical Operational Committee (TOC) request the repeal or at least the suspension of the effects of the anticipated PPRN

Gathered in a technical operational committee (COT), on Wednesday December 18 at 16:30 p.m., the elected members of the territorial council, the president of the CESC, the president of the CCISM, the representatives of the district councils, the representatives of religions and the vice- President of the CTJ, worked on a joint letter sent by President Gibbs to the Minister of Overseas Mrs. Annick Girardin, in order to respond to the Minister's announcements on Youth Radio, Tuesday, December 17, and to the confirmation by writes that she addressed President Daniel Gibbs this Wednesday.

In this joint letter, the members of the COT recall that the question of the PPRN is still a major concern to this day for the entire population of Saint-Martin, despite the undeniable advances proposed by the Minister. The members recognize, in fact, that the appointment of an interministerial mission intended to refine the elaboration of the final PPRN is a measure likely to bring about appeasement, and indicate that in this context of tension with the local State, "it it is necessary today to have new interlocutors, objectives and having the serenity necessary to resolve this major crisis ”. The members would like to thank Minister Girardin for having stressed in her letter the need to design, as soon as possible, a new organization for the representation of the State in Saint-Martin.

The members nevertheless recognize that despite these advances, the State's response "is not up to the challenges and expectations of Saint-Martinois and their representatives, who request the repeal of the PPRN in advance dated August 6, 2019 , or failing to obtain, at a minimum, the suspension of the effects of the advance text ”, during the duration of the correction work on the PPRN.

The members ask "not to give in to haste and to use the deadlines allowed by regulatory texts, so that a consensual PPRN, technically flawless and socially acceptable is designed in concertation, at the latest before July 1, 2020" .

In the longer term, President Daniel Gibbs asks on behalf of all the members to be able to discuss funding prospects (EIF, “overseas” envelope for housing action), in order to consolidate and complete the reconstruction of Saint Martin , respecting the economic development of the territory and the security of people.

The TOC members consider that there remains an accessible step to be taken for the PPRN crisis to be resolved. They hope for a quick and favorable response from Mrs. Annick Girardin, so that the last roadblocks are lifted.
