PPRN: Constitution of COPIL and COTECH in response to the State

President Daniel Gibbs and his team decided, after refusing the PPRN (Natural Risk Prevention Plan) anticipated on July 17, to launch an alternative consultation to that of the State. Consultation set up so that the Collectivity, its elected representatives, as well as the inhabitants of Saint-Martin can express themselves and fully contribute to the development of the PPRN.

This consultation takes the form of a steering committee (COPIL) which brings together institutional and socio-professional staff, and four technical committees (COTECH) on predefined themes which are open to the public. This action is a response to the State following its decision to apply the anticipated PPRN, despite the rejection of elected officials and the population. In this instance of work and arbitration, Daniel Gibbs invited the institutions and the driving forces of Saint-Martin to participate. The four vice-presidents of the Community, the deputy and the senator, the CESC, the CESA, the tourist office, the CCISM, the FIPCOM, the AHSM, the CAUE and the architects, the FTPE, the FERCOM, l he association of construction and public works, the main co-ownership syndic, the insurance representative Allianz, Semsamar and a specialist in natural risks from the Antilles-Guyana University are among the elected representatives and socio-professional guests.

The COPIL, which will meet again on September 20 and October 18, aims to supervise thematic COTECHs, which will start on Tuesday September 10, and in which all those who wish to share their experience and make their contribution can participate , with the final objective of creating a technical file which will be a source of proposals to the State for the final preparation of the PPRN.

The COTECHs will be broken down into four themes; spatial planning and economic development, social cohesion and living environment, enhancement of heritage, culture and sport, and finally protection and enhancement of natural heritage: land and sea. , the reflections and the testimonies will be collected by the COTECHs and transmitted to the members of COPIL for data analysis, while the public restitution of the work of the various committees will be carried out on October 18, 2019. The finalized dossier will be proposed for validation by the Territorial Council so that it is then indexed, in mid-November, to the final state document, as part of the public inquiry into the regulatory implementation of the PPRN. President Gibbs will regularly report on the progress of the work carried out by COPIL and the COTECHs._RM
