For better waste management

The territorial council authorized the president to define the procedure for drawing up the territorial waste prevention and management plan, on July 1st.

Those who apply themselves to sorting their waste in Saint-Martin today often have to leave empty-handed, the terminals for plastic and glass waste being bursting at the seams.

These terminals, many of which were damaged by Irma, must be replaced at the end of the summer. The COM plans to install 200 new stations by the end of September. As for the market relating to the collection of waste from these said terminals, it is in progress and will be operational next October. Until then, a private company is responsible for emptying the dumpsters and transporting recyclable waste to the ecosite where sorting and recycling, damaged by Irma, has since resumed.

At a joint press conference last June, Patrick Villemin, president of Verde SXM, a company which operates the ecosite and processes an average of 38 tonnes of waste per year, presented his new waste optimization project. The President of the COM, for his part, outlined the main lines of his waste management policy through his Territorial Waste Prevention and Management Plan. whose research market was launched in October 000.

 

A new PTPGD

PTPGD whose authorization to define the development procedure was granted to the President of the COM by the members of the territorial council on July 1st. “The Waste Plan will concern all waste, including marine waste (including marine waste), as well as waste from exceptional situations. This Plan will therefore become, in Saint-Martin for this important environmental theme, the planning tool for the 2020s or even the beginning of the 2030s. ”Daniel Gibbs explained before the deliberation was put to the vote of the members of the territorial council. .

Deliberation that the president qualified as "particularly important insofar as it will contribute to sketching the environment of Saint-Martin of tomorrow, even the day after tomorrow".

The PTPGD will contain at least, an inventory of existing measures in favor of waste prevention, a forecast of the trend evolution of the quantities of waste produced in the territory, national objectives adapted to local specificities, prevention planning and waste management by 2027 and 2033, a Territorial Plan in favor of the circular economy and planning dedicated to waste management in exceptional situations.

“The Territorial Waste Plan will also include planning specific to certain flows, in particular construction waste, and will integrate issues that concern us directly. I will mention, in particular, the approval of treatment facilities for end-of-life vehicles (ELVs), as well as the establishment of sorting centers and the link with the social and solidarity economy ”indicated the president.

Following an initial inventory of the issues by the COM services, particular emphasis will be placed on sorting at source, the issue of illegal dumps throughout the territory, the organization around collective housing and informal housing, the issue of public service funding and taxation, regional cooperation.

Thematic workshops, bringing together representatives of the COM and public or private organizations, will also be conducted, in particular around waste from tourism and waste in exceptional circumstances.

In addition to the contract relating to the purchase of sorting terminals and collection, the COM has also already initiated several public contracts:

- the reopening of the Galisbay recycling center in February 2021: access is free for individuals

- collection of household waste and collection of bulky items 7 days a week

- the renewal of 3000 garbage bins in May 2021

- the installation of 50-liter waste baskets deployed in the region from October 2021

- roadside mowing and pruning markets are also active

- the collection of end-of-life vehicles (ELVs) relaunched in May, already 170 wrecks collected in the public domain.

- the boat wreck collection market (BHU) was launched in early June and will be operational in the last quarter of 2021.

“We all want a cleaner island! This Plan will give us the means to achieve this objective… ”affirmed Daniel Gibbs. The adoption of this deliberation therefore authorizes the President to stop the procedure for drawing up the Waste Plan and to create an advisory committee for drawing up and monitoring the Plan. A deliberation which, according to the president, was part of a desire of the majority of "catching up, credibility and the search for environmental excellence".
