For the first time in three years, the territorial council voted for a debate on budgetary guidelines at the end of the year.
This DOB, which will therefore see its budgetary declination during the vote on the primitive budget planned for February 2020, is part of a troubled context but resolutely full of hope and lucidity, while all the public policies set out in this document demonstrates and that hope lies in reading adjusted accounts. The success of this program relies on appropriate financial resources, on the consolidation of the territorial administration through reinforced and upgraded internal resources and on all of our partners, in order to multiply our performance.
On the economic level, the renovation and modernization of public space is essential, knowing that the revival of our tourism economy depends as much on the capacity to reconstruct accommodation as on the quality of our public infrastructure.
The year 2020 will thus see:
• The renovation of the Fort Louis marina for 5,5 million euros. Work began in early December and will be completed in October 2020, allowing the main marina on the French side to regain 100% of its capacity.
• The launch of the requalification works of the public spaces of Marigot, so hoped. The administrative turmoil has postponed the start of work despite the good progress of studies carried out on the first sectors such as the place du tribunal.
• The start of the redevelopment of public space on the seafront on a straight line in front of the Marigot cemetery which will host a landscaped area and a gentle link from the tourist office roundabout to the mini club.
• The final development of the Boulevard de Grand Case. These works being conditioned to those carried out by 
the EEASM on the drinking water and sanitation network and during the tourist season, they will be finalized at the end of 2020.
• Lighting is an important factor in the attractiveness of commercial areas and the dysfunction of the network since the passage of Irma, in particular in Marigot, must be resolved. The whole network is to be reviewed in this sector, this is why solar lighting will be installed as soon as possible in the Marigot area and its surroundings.
• Among the development projects, one of the main projects of the Collective is the reconstruction of the Thelbert CARTI stadium. The first phase is ready to be launched at the start of 2020. It will then be up to the Collectivity to continue its work in local sports structures, in particular Cul de Sac or Grand Case.
