2016 budgetary guidelines: “Prioritize the conditions for educational success”

During the last Territorial Council, the elected officials took note of the elements relating to the budgetary guidelines for 2016. On this occasion, the president of the Community Aline Hanson, who manages the human pole, presented her strategic orientations for the benefit of young people, priority of the COM.   

In the preamble to the plenary session, the president indicated that the budgetary guidelines “suggest a constrained and realistic 2016 budget”, which “will allow major investment projects to continue”, “while freeing up the savings margins necessary for good functioning and sustainability of our institution ”. According to opposition leader Daniel Gibbs, these guidelines are not sufficiently quantified. For the human pole, "it is a question of making priority the conditions of educational success with our partners", declared the president before the elected officials. On June 1, the Guadeloupe Saint-Martin FEDER - FSE operational program (OP) was officially launched, which will allow the cluster to carry out numerous actions in favor of young people. The president returned to the flagship project of 2016: the opening of the school complex which will welcome nearly 800 students.

Regarding the education department, the challenge will be to dematerialize administrative procedures. The president explained that she worked with the rectorate for scholarships and school enrollments. For the first level, priority is given to the creation of playgrounds in schools, to the increase in the number of bilingual classes and to digital access. For the second level, it will be a question of extending the teaching of tourism. Finally for higher education, the president specified that "the establishment of a language center is planned, as well as a center of excellence in tourism and hotels for three BTS for the start of the 2016 school year". The issue of housing for students was also raised.

Regarding the direction of employment, apprenticeship and vocational training, Ms. Hanson mentioned that the partnership was strong with CNAM Guadeloupe and the University of the Antilles in terms of continuing education.

For the direction of youth, sport, culture and community life, the president declared that the COM tries to accompany with the help of the Maison de Saint-Martin, located in Paris, all the children who go to metropolitan France. "We must energize communication through the use of social networks," she said, adding that it is the Pelicarus association which will participate in COP 21 at the end of the month.

Concerning the reception, information and orientation service (AIO), the team will be reinforced. The objective of this structure is to launch the activity of the local mission in early 2016 "in order to be of service to young people and to be able to support them along their journey and also meet their expectations," said the president.
