The rehabilitation of all schools is underway

President Daniel Gibbs and his 3rd vice-president in charge of School Affairs, Annick Petrus, wanted perfect transparency on the reconstruction of 1st and 2nd degree schools.

To do this, several meetings were held during the school year with the State and National Education services and representatives of teachers and parents of students, "said the Collectivity in a press release. An “operational strategy in 2018, with dedicated teams” was thus created in order to “respond to emergencies and cope with the scale of the task.

The director of the Saint-Martin educational system reconstruction project, Christian Climent-Pons and the reconstruction expert from the French Development Agency (AFD), Jean-Sébastien Roca, came to strengthen the operations supervision system in close collaboration with the DGA of the Sustainable Development Pole, Romain Perreau under the aegis of his vice-president, Mr. Steven Patrick, of president Gibbs and of vice-president Annick Pétrus in charge of Education.

Despite the administrative and technical difficulties encountered in this delicate phase of reconstruction of the 14 1st grade schools and 5 2nd grade establishments damaged by Irma, the community and its partners have maintained reconstruction efforts with funding from the Solidarity Fund of the 'European Union (FSUE).

Phase 1 of the work, which consisted of a series of precautionary measures and the repair of establishments during the 2018/2019 school year (during the student holiday period), is now complete.

Phase 2, currently underway, will see all of the establishments rehabilitated during the major school holidays for delivery at the start of the September school year for some of them and at the end of 2019 for the other part. The intervention of companies in an occupied school environment generating constraints in terms of accessibility and security, the intervention schedules were adapted to this reality by concentrating the works requiring the intervention of heavy machinery, during the period of major vacation.

On June 28, Annick Pétrus met with the school community at the Robert Weinum School District, alongside representatives of National Education, in order to give factual information to teachers and parents on the work planned during the summer holidays.

The work in the establishments of the 1st degree are scheduled until the end of the calendar year, they will be except imponderables mostly completed for the next return to school in September, with some extra work in some schools which will be completed before the end of the year.

In July and August, 11 reconstruction sites are opened in public establishments in Saint-Martin for a total amount of around 14 million euros. Several local companies are engaged on these sites, thus offering the opportunity to a large number of Saint-Martinois to participate in the reconstruction of school infrastructures and to be trained in the trades of masonry, carpenter, roofer, waterproofer, carpenter, plasterer , tiler or painter.

  In the 1st degree, the Collectivity committed the following amounts in the repair of schools

• Simeone TROTT School: 1 euros (works from January to September 386)

• Aline HANSON School at Sandy Ground : € 481 (works from July to November 252)

• Ghislaine ROGERS School in Grand Case : € 106 (works from July to September 297)

• Omer ARRONDELL School of Orléans: € 227 (works from August to December 850 - Funding Fondation de France)

• Amélie LEYDET School of Concordia: € 296 (works from July to November 810)

• Jérôme BEAUPERE Sandy Ground School: € 286 (works from July to November 315)

  In the 2nd degree, the Community has committed the following amounts for the repair of middle and high schools

Orleans District College: € 623 (work from May to September 779 for the rehabilitation of the college). The COM is working in parallel on the construction of a new college whose commissioning is scheduled for 2019.

• Mont des Accords College in Marigot: € 4 (Phase 285 of works from January to September 668)

• Soualiga College of Savannah: Creation of 14 modular classes that will be delivered at the start of the All Saints holidays, in November 2019.

• LPO of the Northern Islands: € 5 (Phase 885: heavy work from January to September 270). Some finishes and the multipurpose room will be delivered during the 3rd quarter of 2019. The upgrading of the infrastructure of the vocational high school was accompanied by a redesign of the training map to adapt the educational pathways to the needs of economic and social development of Saint-Martin.

• Robert Weinum school complex in Savannah: € 1 (works from July to November 733).
