Strike by COM and CTOS agents / The central kitchen is operational again despite the continuing strike by some agents…

A memorandum of understanding was signed with the UTC-UGTG union on Tuesday, March 20, regarding several points of claim brought by this union. 

"You know, we have given ourselves the objective of reforming the administrative functioning of the community and updating the files of the territorial agents", underlines the president, Daniel Gibbs, before adding "So with my elected officials we are committed to respond favorably to all points relating to the law of public officials ”.

This protocol therefore enables the following advances to be made: 

• Review the career development of agents. Each agent concerned will have their career reconstituted in terms of advancement in step and reclassification. 

• Review the compensation scheme for CTOS and Community employees. Certain agents will receive a regularization of their plan for the years 2011 to 2013 (payment in March and September 2020) and for the years 2014 and 2016 (payment in March and September 2021). 

• Review the new indexing bonus in accordance with the 2006 decrees. The files will be examined on a case-by-case basis with the union delegation to ensure that eligible agents perceive the NBI. 

• Grant CTOS agents the possibility of receiving restaurant tickets. In this case, they will not be able to eat meals (canteen) on site. The agent will thus have the choice between the restaurant ticket or the meal prepared by the central kitchen. The CTOS internal regulations will specify the terms of this agreement. 

• Appoint, with the establishment of a job description, the agents holding a CAP En Enfance and acting as ATSEM in accordance with Law No. 83-634. Integration training actions will also be implemented by the HRD with regard to these agents.

• The community will have to make available to union organizations a room equipped with office automation equipment 

• The questions of the training of the agents and that of the organization of the services of the community, will be tackled within the framework of a specially dedicated meeting, during the month of April.

All these points effectively required a response from the territorial authority and participate in the regularization of our operation. This is an important step forward given the situation of certain agents for whom past mandates and administrations have never acted to update careers. We have therefore made a commitment to meet these legitimate expectations.

In addition, point n ° 1 relating to the hiring as a civil servant of 16 people within the CTOS did not find an agreement. In the financial incapacity to be able to hire these category C personnel, the Collectivity and the CTOS proposed alternative solutions. The solution implemented in partnership with the Pôle Emploi consisted in initiating paid professional training for these people with a possibility of hiring via the local associative fabric, to ensure the monitoring of the meridian break and extracurricular activities in schools. 

These solutions would allow these people to access a qualification and a trade. They were not welcomed by this union. The Collectivity regrets this, because they would have allowed these 16 people to benefit from a salary and a job. 

Update on the operation of CTOS 

The central kitchen is again able to produce meals for all schools, around 3400 meals per day. If logistics problems still persist in certain establishments, CTOS is now able to meet demand. Supervision of children during the meridian break, from 11:30 a.m. to 13:30 p.m., is also ensured, either by CTOS staff, or by staff made available by the partner associations of the Community.
