TRAINING / Future Framework scheme for Saint-Martin students: instructions for use

Within the framework of the interministerial action plan for youth, the training program for overseas executives "Cadres d'Avenir" aims to support mobile students intending to take up a job as an intermediate or superior in Guadeloupe or Saint-Martin in professions deemed to be priorities.

Many professions are to be filled on the two islands in different sectors of activity such as industry, production and distribution of electricity and water, agriculture, agri-food, environment, construction, public works and the energy renovation sector, administration of legal and accounting companies, trade and distribution, IT and information systems engineering, studies, R&D, tourism, hotels, restaurants, health and asocial action.

The program includes the payment, once a year, of financial assistance for travel. This aid covers the entire journey, which includes, in addition to the air journey between the community of residence and the territory where the training takes place, the land journey between the airport of arrival and the actual place of training. The return is supported under the same conditions. This aid can also cover ground travel between the place of training and the place where the practical course or the examination in connection with the training takes place.

This program also provides for the allocation of an “installation allowance”, financial aid paid on the student's arrival at the place of his studies and intended to cover the first costs related to his installation.

If it is impossible to travel to the place of training on the day of arrival, the flat-rate payment of one night's accommodation is added to the amount of this allowance.

The payment of a monthly allowance to ensure minimum means of subsistence is also part of the program.

In return for this aid paid for the duration of the training, and up to a maximum of 5 years, the student agrees to return to work in Guadeloupe or Saint-Martin for a period equivalent to the duration of the receipt of the aid. The student is accompanied from his entry into the program in his administrative and material procedures until his integration into employment on his return.

Candidates, in initial or continuing training, must present their motivation and their professional project towards the priority professions for which there is no training locally or it is saturated.
