Optical fiber: SAS Tintamarre is organizing a meeting to identify civil engineering companies in Saint-Martin

Territorial advisor Jean-Sébastien Hamlet, chairman of the Supervisory Board of SAS Tintamarre, announced at the Territorial Council on Thursday, September 24, the decision of SAS Tintamarre to identify the civil engineering companies of Saint-Martin with a view to launch a public consultation on the burying of optical fiber in the territory of Saint-Martin.

This census is necessary to identify the civil engineering professionals present in our territory. It is a legal principle of the public order code which makes it possible to seek opinions and inform economic operators about the consultation project and its requirements. This inventory work is useful for the preparation of the future execution contract for the development of optical fiber in the territory of Saint-Martin (article 4 of decree n ° 2016-360 of March 25, 2016).

Through this action, SAS Tintamarre undertakes to:

• Identify the players in the supplier market

• Know the supplier roadmap

• Assess the ability of suppliers to meet the need

• Optimize competition

• Remove unjustified technical constraints which prevent certain suppliers from meeting the requirements of the consultations;

• Encourage SMEs to group together (temporary grouping of companies) when they do not have the competence to provide all the services;

• Adapt the contractual arrangement and competitive tendering procedures.

For the supplier, it is an opportunity to make themselves known and to promote their know-how within the framework defined by the buyer, to detect opportunities for improving products in their range, to discuss with a potential customer and to better understand the organization of the public structure.

Over the 2020-2023 period, SAS Tintamarre plans to meet all of the region's optical fiber needs, for an estimated amount of € 12M injected into the Saint-Martin economy.

The SAS having already gathered the contacts of certain suppliers through exchanges with the CCISM and organizations calling on this technical expertise, these suppliers will receive an electronic invitation to participate in a meeting to present the needs of SAS Tintamarre, Wednesday October 7, 2020 at 14:00 p.m. in the annex of the Solidarity and Families Delegation of the Collectivity, 5 rue Léopold Mingau in Concordia.

SAS Tintamarre thus wishes to meet a panel of local suppliers during the presentation meeting of the landfill project and SAS associates. Individual interviews while respecting the confidentiality of the information transmitted may also be organized at the request of each.

Through this open process of identifying the vital forces in Saint-Martin's civil engineering, SAS Tintamarre wishes to open the widest possible consultation, so as not to penalize any candidate. Each company will have the same level of information to understand the general need as well as the context in which this consultation is carried out. The purchasing strategy is therefore part of a dynamic of economic development, access of VSEs and SMEs to public procurement, with a concern for environmental and social performance and innovation.

To participate in future calls for tenders, suppliers are invited to be ready and to register on the platforms provided for this purpose.
