Environment: Postponement of the rehabilitation works of the Canonniers treatment plant

0

The wastewater treatment plant at Pointe des Canonniers in Terres-Basses is one of the cornerstones of the wastewater treatment system in Saint-Martin. Its rehabilitation following the degradations generated by Irma is a technical and legal obligation, comments the Water and Sanitation Establishment of Saint-Martin (EEASM).

“This operation requires the station to be shut down for an estimated duration of 30 days. These shutdown periods will imply a rejection of partially treated effluents and which justify, in application of the precautionary principle, that measures are taken to inform users of the beach and surrounding waters of the possible non-conformity of quality. bathing water. The EEASM on this point is engaged so that a follow-up of the quality is carried out during all the period of works and with an increased frequency. This will allow users and the relevant services to be informed on a regular and precise basis, and to adapt the necessary protective measures as best as possible. These elements explain why the Collectivity of Saint-Martin has, in application of the precautionary principle, adopted a bathing prohibition order on October 18 last in anticipation of work supposed to start in November, ”specifies the EEASM.

Fully aware of the potential impact on tourist activity or in any case on the image of the destination, the EEASM decided to postpone this work until the 2019/2020 tourist season. However, this rehabilitation is a regulatory obligation which must find an application that also respects the environmental code. The EEASM, determined to update the Saint-Martin sanitation system, is obviously particularly concerned with public health and invested in terms of the environment. This timeframe will therefore be used by the EEASM to carry out, prior to this compulsory work, currentology tests intended to confirm and refine the trajectory of the effluents and, on this basis, be able to reassure the population and professionals. The results of these tests will make it possible to gauge in particular the relevance of the prohibition of bathing during the works in the name of the precautionary principle.

The start date and the modalities of the works can therefore be precisely defined in consultation with the departments of the Prefecture, the Collectivity and the economic actors concerned. _AF
