Environment: The major water leak at Terres Basses continues!

For four days now, a water leak has been noted on the distribution network at Terres Basses. The free trade union association (ASL) considers that an average of 350 cubic meters flows per day, a large part of which is in the pond, which disturbs the natural ecosystem because the water is chlorinated.

According to a press release, Saur - the new water manager in Saint-Martin -  was to intervene on site last Tuesday to repair the leak. The officers went to the scene but did not stay long and did not repair the leak, says ASL.

The explanation that was given is as follows: the pipe where the leak is observed is in the private domain, so the water and sanitation establishment ordered Saur not to intervene. At least for the public account (that of the EEASM-COM) it is up to individuals to repair their leaks themselves.

The East Bay subdivision had been in a similar situation a few years ago; a major water leak had been observed and, at the time, La Générale des Eaux had stopped distributing it in one of the streets to save water. A legal battle then started between the parties: the co-owners believed that the leak and by extension the maintenance of the pipes should be assumed by the WDM, which asserted the opposite because the leak was located after meter, therefore was due private spring.

In Terres Basses, the situation is more delicate. On the one hand there is no meter, on the other hand, Générale des Eaux has always maintained the pipes and repaired leaks. “Saur has a concession contract via a public service delegation with the Collectivity represented by the EEASM (Water and Sanitation Establishment), since December 2018. This contract does not provide for Saur to intervene for maintenance and repairs under private roads. However, the ASL has never been informed of this new provision and is thus faced with a fait accompli, ”declares the association of owners of Terres Basses. And to wonder: "Why should the water pipes be considered private because they pass in a private subdivision when the EDF cables which pass in the same place are they public and therefore maintained by EDF?"

ASL has another argument, that of the wastewater pipeline connected to the water treatment plant at Pointe des Canonniers. This WWTP is located on land recently acquired by COM at Terres Basses and treats the wastewater from Sandy Ground and Baie Nettlé. Aux Terres Basses is the only hotel linked to the Long Bay, no villa is. And so the ASL to say: if the pipes that pass to Terres Basses are private, what about this pipe of the EEASM, which crosses a private subdivision without agreement? A meeting between ASL and EEASM is scheduled for the weekend to find solutions.

Note that SAUR, via a new press release, informs "its users that due to the installation of a general meter on the drinking water distribution network at Terres Basses, distribution will be interrupted this Friday, April 19 9 am, the return to normal being planned at the beginning of the afternoon ”.
