What is a Territorial Civil Security Reserve?
The Territorial Civil Security Reserve (RTSC) is made up of voluntary citizens who can be mobilized in support of the public authorities in order to prevent and manage the major risks present in the territory.
Created by law n ° 2004-811 of modernization of civil security of August 13, 2004, the reserve of civil security is also the subject of articles L. 1424-8-1 to L. 1424-8-8 of the General Code local authorities as well as articles L. 3142-108 to L. 3142-111 of the Labor Code. The circular of the Ministry of the Interior of August 12, 2005 specifies the methods of implementation.
RTSC intervention areas
The RTSC aims to act in the sole field of competence of the Community. It is not intended in any way to replace or compete with public rescue and emergency services. In the same way, its action is complementary and respectful of that of civil security, charitable, humanitarian or mutual aid associations. It participates in support and assistance to populations, logistical support and the restoration of activities and contributes to preparing the population to face risks.
RTSC optimizes the territorial response to the crisis by offering the President the possibility of mobilizing additional human resources to strengthen operational services.
Who can join RTSC?
The RTSC can call on citizens of at least 18 years of age and of all trades, for missions that do not interfere with the rescue missions themselves. This involves, for example, contributing to the development, updating and implementation of the Territorial Safeguard Plan, ensuring information and preparation of the population, participating in the actions of prevention of risks carried out by the territory (for example, monitoring of sensitive sites with reinforced monitoring during critical periods), taking charge of material assistance to disaster victims, helping them in their administrative procedures. In this context, the Collective will take care to endow this reserve only with means directly linked and adapted to its attributions and necessary for their fulfillment.
