Elected and teacher: how their absences from school are managed

Among the twenty-three members of the Territorial Council, three are employees of the National Education: Annick Petrus-Ferga who is 3rd vice-president, school principal and primary school teacher, Louis Mussington who is territorial advisor and substitute teacher and Marthe Ogoundélé who is a member of the executive council and a professor. How can they combine their two functions? Explanations.

The regulatory texts provide for civil servants with elective mandates to be able to benefit from secondment, lay-off or credit for hours. During these hours, the teacher can thus exercise his political functions but is not remunerated by the National Education.

The volume of hours is fixed by the State and depends on the function and the size of the community.

Annick Petrus, who is vice-president, thus has 140 hours of credit per quarter. Louis Mussington and Marthe Ogoundélé, both territorial councilors, have a credit of 105 hours per quarter.

In middle or high school, the absences of elected teachers are managed directly by the head of the establishment. In the first stage, absences are managed by the academy inspectorate, which must find replacements.
