Education: School bus will finally be provided this Monday, March 2

The Collectivity of Saint-Martin, represented by the president Daniel Gibbs and the director general of the services, Christiane Ayache, met in urgency, Friday February 28, 2020 with the person in charge of the Center of public finances, Alain Contant, in the objective find a quick solution to blocking the payment of school transport services for the benefit of companies holding the corresponding public contract.

President Gibbs has made every effort to find an immediate favorable outcome to this dysfunction and allow a resumption of the school bus service on the return from the carnival holidays, Monday 02 March; the objective being to avoid any rupture of the public service for the pupils, indicates the COM in a press release published Saturday at midday.

A material error in the performance of the public contract preventing the paying treasurer from paying for these services was detected and immediately corrected. A solution was found with the head of the Public Finance Center, allowing quick issuance of payment orders.

Thus, part of the mandates could be issued on Friday, February 28, mandates for which payment will be made to a bank account within 48 hours, while for other services, the mandate will be issued on Monday, March 02, 2020, for a payment on a bank account under 48h. This solution allows, in effect, the Collectivity and the paying treasurer to settle all the services due on service made, pertaining to the public market relating to school transport, so as to start again on healthy bases.

Each carrier was informed individually, Friday, February 28, of the solution found. The blockages having been lifted, the carriers under contract were asked to resume the pick-up service, as of Monday morning, to avoid penalizing the students.

The Collectivity of Saint-Martin, which has launched a complete reorganization of public procurement, is aware of the difficulties encountered by carriers in recent months, and would like to apologize for this inconvenience.
