Economy: How much are the allowances of newly elected officials?

An elected representative receives allowances in order to compensate on a flat-rate basis for the reduction in his personal and/or professional activities and to partially cover his running costs inherent in the exercise of his mandate.

The minimum and reference amount of this indemnity is regulated by law. It is set as a percentage of the amount corresponding to the terminal gross index of the State civil service.

As of April 1, 2022, the minimum amount is 3 euros, i.e. 889 euros more than in 40. 

From this basis, the general code of local authorities determines the calculation of the indemnity by function, increases being applied to certain functions.

Newly elected officials must vote within three months after their election, the amounts of their compensation. The 23 members of the territorial council of Saint-Martin thus adopted them in plenary session last Friday and decided to apply the minimum amount.

The allowance of a territorial adviser

According to the organic law, the monthly allowance of a territorial councilor corresponds to 50% of the amount of the gross index, ie 1 euros (944,70 x 0,5).

The allowance of a member of the executive council

According to the organic law, the monthly allowance of a member of the executive council is that of a territorial councilor increased by 10%, or 2 euros.

The indemnity of a vice-president

According to the organic law, the monthly allowance of a vice-president with a delegation is that of a territorial councilor increased by 40%, or 2 euros.

Chairman's allowance

According to the organic law, the president's monthly allowance corresponds to the amount of the basic index increased by 45%, ie 5 euros.

The 23 indemnities represent a cost of 51 euros.

The organic law stipulates that the territorial council can reduce the amount of the allowances which it allocates to its members according to their participation in the plenary sessions, the meetings of the commissions of which they are members and the meetings of the organizations in which they represent the community, without this reduction being able to exceed, for each of them, half of the maximum indemnity that can be allocated to them.
