In financial difficulty for years, the Caisse Territoriale des Œuvres Scolaires (CTOS) is regularly subject to budgetary controls by the Territorial Chamber of Accounts (CTC).
Entered when the budget does not appear sincere, the CTC delivers recommendations to rebalance the finances. And among these recommendations, that of increasing the sale price of canteen and extracurricular tickets.
In its opinion issued last August, the CTC suggests an increase of one euro, which would generate 390 euros in additional revenue.
Today, the price is 3,5 or 4,5 euros on average and meal sales represent 1,2 million euros in revenue for around 400 meals produced per year, a “low” profitability depending on the room. territorial accounts.
Increase the ticket price, the CTOS board of directors is not against but under certain conditions. “We have to review the quality of the products to justify an increase. For this we are working with a dietician, "designs Pascal Laborde, the president of the board of directors whose members are expected to vote at the end of September.
Registration: queues
In recent days, long queues have formed at the CTOS offices at the time of registration. The reason: the processing time of cases. "Some parents came to register their children and as they had not paid for everything last year, the situation had to be regularized, which takes time", explains Pascal Laborde, president of the board of directors of the CTOS.
You should know that the device is not computerized at the moment. The CTOS has asked for quotes for the installation of software, but the context of budgetary restrictions does not yet allow this expenditure, estimated at around 35 euros.
Outsourcing of extracurricular activities
Several months ago, the CTOS announced its desire to outsource part of the extracurricular activities, the activities concerned would then be offered by associations with which partnerships would be established; the objective for CTOS being a reduction in its expenses.
The implementation of this measure is in progress. It could be operational by the end of the year, or even early 2020.
