Community: The last decisions of the executive council

The executive council of the Collectivity of Saint-Martin met on Wednesday, July 3, to deliberate on 6 points on the agenda, in the presence of 5 then 6 advisers.

- Signature of the tripartite agreement “COM - Préfecture Région Guadeloupe - Caisse des Dépôts et Consignations de Guadeloupe”, as part of co-financing for the updating of the Territorial Master Plan for Digital Development of Saint-Martin (SDTAN).

In view of the objectives pursued by the new updated version of the Saint-Martin Digital Territorial Development Master Plan, namely to cover 100% of the territory with Very High Speed ​​fiber optic broadband and to orchestrate the deployment initiatives of private operators on their equity and the actions of the Collectivity, the Executive Council issued a favorable opinion to the project of tripartite agreement for the co-financing of a mission of assistance to Project management for the revision of the SDTAN of Saint-Martin. The total amount of this mission is estimated at € 24, of which € 840 is financed by the Collectivity, € 4968 by the State and € 8694 by the CDC.

The executive council examined 5 opinions from the urban planning department relating to requests for use or occupation of the land. 4 received a favorable opinion, 1 tacitly grants.

- Signature authorization following the open call for tenders launched for the framework agreement with order forms for the collection, removal and transport of Sargassum seaweed washed up on the coast of the Collectivité of Saint-Martin

Regularly confronted since 2011 with the phenomenon of seaweed stranding on its northeast coast, the community launched a market on March 20 in order to consult specialized companies to provide the services of collecting and transporting algae. The collection services are divided into 6 lots processed by separate market.

1- Sargassum collection service from the Grande Caye beach site with storage and spreading within one kilometer.

Lot awarded to the Société Gumbs Technique Nouvelle for a daily amount of € 1440.

2- Sargassum collection service from the Cul de Sac bay site with transport to Ecosite.

Lot allocated to Janky Environnement for an amount of 22.50 € per ton.

3- Sargassum collection service from the Mont Vernon beach site with storage and spreading within one kilometer.

Lot awarded to Gumbs Technique Nouvelle for a daily amount of € 1440

4- Sargassum collection service from the beach of Embouchure Bay with storage and spreading within one kilometer

5- Sargassum collection service from the Etang aux Poissons site with transport to the ecosite.

Lot attributed to Janky Environnement for an amount of 22.50 € per ton

6- Sargassum collection service from the Lucas Bay site with on-site storage.

Among the criteria of the specifications, companies have the obligation to respect the time limits, the specific material means to be implemented, the means implemented to limit the collection of sand and the respect of impacted areas with high environmental sensitivity.

This contract is valid for 1 year renewable twice per 2 year period (1 months). Collection and transport services can now start.

- Signature authorization following the open call for tenders launched for the insurance services market for a single lot - damage to goods - machine breakdown, all computer and material risks.

The Executive Council voted unanimously (6 votes) the decision of the tender committee to award the contract for insurance services for the Community. Two insurance companies have applied for this public market launched on April 4, 2019. The local authority has selected the company Bizet Capelle and Allianz for an overall annual premium of € 1 insuring property worth 117 million euros. The duration of the framework agreement is 160 months (continuation and end in our Monday edition).
