Company: Finding reconstruction and housing security solutions in line with our territory

While the French State is currently consulting the population of Saint-Martin on the future PPRn, the Collectivity of Saint-Martin and its elected officials have expressed their wish to see the consultation periods extended by a few additional months, to have time to discuss the regulations to come. 

The implementation of a PPRn generally requires 2 years. The Collectivity therefore asks to be given the opportunity to explore and experiment more fully, in order to obtain a document adapted to the risks and needs of the territory and its inhabitants.

Vice-President Steven PATRICK, in charge of sustainable development, has already undertaken two trips which have enabled him to exchange views with actors from other territories (French overseas departments and France) such as elected officials, technicians, State representatives, parliamentarians, legal advisers as well as construction professionals, who understand our problem. To this end, on May 29, 2019, the vice-president was able to meet the director of CAUE971, Mr. Jack SAINSILY, renowned architect, with the aim of studying with him the potential avenues in terms of construction and resilience.

This particularly constructive exchange made it possible to highlight the existence of contemporary materials and modern construction methods that could allow Saint-Martin residents to live with the risks inherent in our territory while protecting themselves.

From June 10 to 14, 2019, the vice-president took part in a seminar in the Hérault region (34), initiated by the association "Interco's Outre-Mer", entitled "The alchemy between the Earth and the Sea: what solutions for our territories? ". The themes were very close to our concerns:

• The addition of coastal protection and land planning;

• Port development and its economic repercussions;

• The development of our territories: the involvement of all!

These seminar days remind us that we are not the only ones concerned by the difficulty of developing a territory surrounded by water and subject to factors linked to the coast and regulations. The overseas departments present (Guadeloupe, Martinique, Reunion, Guyana and Mayotte) and the tourist towns of Hérault (Vias, Adge, Pézénas) are confronted with constraints similar to those of Saint-Martin, like l 'erosion, marine submersion, flooding and respect for 50 geometric steps.

In order to initiate with the President GIBBS and his team an interaction around these topical subjects, the vice-president Steven Patrick wishes to organize meetings with the population and the local elected representatives to bring out solutions of reconstruction and security of the habitat in tune with our territory.
