CTOS-COM: the balance sheet of 108 days of strike!

Last Friday, after a meeting requested by the representatives of the striking agents, the community announced via a press release that an agreement had finally been reached with the unions within the framework of the strike which had started on January 30th.

The movement, which had turned into an unlimited general strike in April, lasted 108 days during which around thirty agents - mostly women - held a setting every working day in front of the community.

The strike was initiated by the UTC-UGTG union, the main reason being the non-passage of the CDDs of 16 and 17 agents of CTOS and COM into CDI in accordance with a protocol signed the previous summer with President Gibbs. Except that a report from the Territorial Chamber of Accounts (CTC) has been published in the meantime indicating the great budgetary difficulties of the CTOS, leaving the president no choice but to decline the agents' request.

On the other hand, it has been proposed through mediation with a judge of the administrative court requested by the prefecture, to offer said CTOS agents qualifying and paid training so that they can be hired on permanent contracts by an association (subsidized by funds public) to provide extracurricular services. A proposal that the union has always rejected considering that job security was not guaranteed.

In the end, “the parties have [nevertheless] agreed on support for the persons concerned towards stable employment. It has been agreed to meet in the next two months to study their situation on a case-by-case basis. ”

This proposal was made on March 18, two months ago.

Concerning the other claims linked in particular to the reconstitution of quarries, they had already been accepted by the COM because indeed all the situations were not in conformity from a regulatory point of view.

The main inconvenience caused by this movement was the non-production of meals for school children; canteen services were disrupted until March 19.

Note that the president indicated that, in accordance with the law, the agents of the CTOS and the COM who were on strike (with a contract) saw their wages until April reduced by the days of strike. On the other hand, the elected officials agreed to negotiate with them the amount of the sum which will be deducted from the last salary.

Another point that was part of the discussions, the salaries of the agents who were on fixed-term contracts and who claim to have received no notification of the end of the contract at the end of September, and who therefore continued to work until the end of January 2019. If they manage to prove that they have not received any official document, the COM will pay them compensation.

On April 11, the Soualiga United collective and other unions joined the UTC-UGTG to launch a general and unlimited strike. About sixty people had mobilized and blocked the Agrément roundabout for several hours during the day. In the end, the strike had been followed very little and had lasted only one day in the sectors for which unions had co-signed the notice: in National Education, between 2 and 3% of the personnel had gone on strike on April 11 , forty people were on strike at the COM  and almost none at La Poste.
