EXECUTIVE COUNCIL: Provision of land for the Louis-Constant Fleming Hospital extension project

On June 28, 2022, the commission for urban planning, land affairs and 50 geometric steps met to analyze requests for authorization to temporarily occupy the public domain of the Collectivity.

During this session, a request for the provision of land currently not operated by the Collectivity as well as a part of rue Spring Concordia which only serves the hospital, was requested by the Louis Constant Fleming Hospital Center in Saint-Martin, as part of the hospital extension project. The footprint of this land represents approximately 2155 m².

At the end of 5 years, the hospital center must be able to develop the following main projects:

  •  Recentralization of the medical-technical platform:
  1. Creation of an intramural laboratory with its liberal partners 
  2. Creation of a cutting imaging platform – Scanner – MRI – near the emergency room in partnership with a private practice,
  •  Creation of 5 critical care beds,
  •  Development of medicine – by occupation of the current extension dedicated to the Day Hospital, i.e. 8 additional beds
  •  Identification of palliative care beds,
  •  Creation of a new larger day hospital unit with 12 beds
  •  Gastro-neuro-geriatric activity,
  •  Development of external consultations,
  •  Creation of a vaccination center,
  •  Creation of an orthogenic center,
  •  Continuation of the reorganization and extension of emergencies,
  •  Creation of a 4rd multipurpose/interventional room in the operating room.

After the 1st phase of this project, which consists of the creation of a building intended to receive the outpatient service, space should be freed up to deploy the rest of the project in phase 2.

This new building, connected to the existing building, will be located behind the current building and will house the main entrance to the hospital. Public access to the hospital will therefore be via Spring Concordia Street, which currently serves the staff parking lot.

The future operation of the hospital is therefore reversed. This new configuration opens the hospital to the city to the west and considerably improves its access for the population. Thus, it will be much more accessible and visible to the city.

On October 6, the Executive Council decided to endorse the opinion of the Commission for Urban Planning, Land Affairs and 50 Geometric Steps, of June 28, 2022, relating to the provision free of charge of land for the benefit of the Center Hospitalier Louis Constant Fleming.
