Conference on "Social inclusion clauses in public procurement" at the CCISM

SEMSAMAR and the Association “SEM ta route” organize this week a training course on social clauses in public procurement.

In order to allow other actors to benefit from the presence of Patrick Loquet, lawyer, Senior Lecturer specializing in social clauses, a breakfast conference is scheduled for Wednesday April 11, from 8 a.m. to 10 a.m., at the CCISM, in order to learn more news of social integration clauses (Small business act, promotion of local businesses, reserved markets, etc.) and submit your questions to it on the subject.

The reform of public procurement since April 1, 2016 requires public buyers to make socially responsible purchases. It is therefore necessary to reconcile economy, social progress and the environment.

Consequently, several choices are available to buyers: reserved markets, social inclusion clauses, promotion of local businesses, etc.

How to articulate from a practical point of view the economic and organizational realities with these legal requirements?

Is the island of Saint-Martin able to take advantage of these integration clauses which must constitute social and professional integration opportunities for people far from employment? SEMSAMAR has included in the contracts related to reconstruction a social inclusion clause and is experimenting in Saint Martin with the use of a facilitator to apply social clauses. What feedback is it possible to establish? How to support companies in meeting their local employment obligations in favor of integration?

Patrick Loquet, Lecturer in Law at the University of Valenciennes and consultant on social clauses will answer these questions and give keys to understanding and tools so that VSEs and SMEs can meet the requirements of the market code.
