What changes on January 1, 2019

Smic, pensions, health, apprenticeship, ban on certain pesticides ... a host of measures will come into force on January 1, 2019. Overview of what will change in 2019. 

• Wages and income

Hourly minimum wage goes from 9,88 to 10,03 euros gross (+ 1,5%), and the monthly minimum wage from 1.498 to 1.521 euros on the basis of 35 weekly hours. In net, the increase will be 16 euros, establishing the monthly minimum wage at 1.204 euros.

Overtime will be exempt from employee contributions and income tax up to 5.000 euros net per year. All employees, including civil servants, will be able to benefit from it. This exemption had been a flagship measure of Nicolas Sarkozy, then repealed by François Hollande.

The CSG will drop for 5 million retirees. Their withdrawal rate will drop from 8,3% to 6,6%. The implementation could take several months but the beneficiaries will be reimbursed retroactively.

The activity bonus will increase by 90 euros and will be expanded from 3,8 to 5 million eligible households. The CAF will pay this revised premium from February 5, including to new beneficiaries if they make a request before January 25.

 

• Retreats

Basic pensions will be increased by 0,3%, significantly less than inflation. This under-indexation also concerns certain supplementary schemes (self-employed workers, construction workers, civil service contractors), as well as invalidity pensions and benefits for work accidents or occupational diseases.

The minimum old age - officially called Aspa (Solidarity allowance for the elderly) - is increased by 35 euros on January 1, 2019.  Its monthly amount therefore goes from 833 euros to 868 euros for a single person

The retirement contributions of private sector employees will increase slightly, without opening additional rights to their future pensions. They will also be encouraged to work longer, up to at least 63 years old, via a new “bonus-malus” system.

 

• Job

The personal training account will now be supplied in euros and no longer in hours. Up to 500 euros per year (800 euros for the low-skilled and disabled) up to a limit of 5.000 euros (8.000 euros). The hours already acquired are converted at the rate of 15 euros.

Apprenticeship regulations are changing: the maximum age limit is raised from 26 to 29 years. The working hours for apprentices are made more flexible. A single aid is created for companies with less than 250 employees. Apprentices will be able to enter training throughout the year, and benefit from a driving license assistance of 500 euros.

• Health, Environment 

The sale price of hearing aids will be capped at 1.300 euros. The minimum reimbursement by the Social Security and mutual funds will drop from 199,71 to 300 euros. For children up to the age of 20, these two amounts will be aligned with 1.400 euros.

The purchase, use and storage of plant protection products (synthetic pesticides) will be prohibited for individuals and home gardeners. Gardens, balconies, terraces, etc. From January 1, amateur gardeners will no longer be able to use phytosanitary products (herbicides, fungicides, insecticides) in accordance with the law on energy transition for green growth. They will not be able to get supplies in the shops either. On the other hand, treating your garden is still possible with biocontrol products that trigger natural mechanisms (insect traps combining pheromones, food attractants to attract harmful insects)

 

• Price of stamps,

The red stamps (priority letter) go from 0,95 euros for a letter not exceeding 20 grams, to 1,05 euros. For green stamps (green letter), the price goes from 0,80 euros to 0,88 euros. Or an increase of more than 10%
