ANIMAL CAUSE: Opening of a shelter and a pound in early 2024 in Saint-Martin

The lack of shelter and pound on the territory is a sensitive problem that should no longer be within a year and a half. The Collectivity, having become aware of the urgency of the situation, made the creation of a shelter and a pound one of its priorities. Managed by the association I Love My Island Dog before its destruction in 2017, the new refuge will be located on the same site, in Mont Vernon. Laurent Guillaume, director of the Environment, Water and Energy department of the Collectivité, presented the schedule established, namely the finalization of the call for tenders and its launch at the end of this month of September, the start of studies over a period 6 months and the actual construction of the shelter and the pound which should take 9 months for delivery at the end of the 1st quarter of 2024. The total budget is estimated at €1.500.000, one million euros for the installations and €500.000 for surrounding development, a budget which should benefit in part from European funds. 

Bruno Mounier, project management assistant who also acts as legal adviser for the Collectivity here, brings his expertise to draft the specifications for the project and to refine the contracting scheme for the call for tenders and the labor operation which requires among other landscapers, geotechnicians and architects, three firms will be selected at the beginning of December of this year. Bernadette Davis, 2nd Vice-President in charge of the Living Environment, accompanied by Isabelle Gorizia, Acting Deputy Director General of Regional Planning, is delighted with the progress of this file that many have been waiting for, associations for the animal cause on your mind. In compliance with current regulations, twenty dogs will be accommodated in the shelter which will be built in the upper part of the site, the area of ​​which is 12.000m2, and twenty other dogs and twenty cats may be cared for by the pound which will take place in the lower part as well as a cattery with a capacity of twenty cats and the facilities for the reception and care of animals adjoining. Lower part whose platform will be raised during the development phase to counter the risk of flooding. The plot of land belongs to the Collectivity and respects the distance of 100m between the dwellings and the construction site. Initially, the land will be cleaned and secured with access from the road managed by the operators who will be defined in the last phase of the project, whether it is the Collectivity or a delegation of public services such as an association which will meet the necessary criteria. to manage the operation. 

The road will be laid out and a delimited parking area for the employees of the refuge and the public. In a policy of sustainable development, the works will be designed ecologically, with a thermal evaluation on the buildings, a reuse of water recovered in cisterns, the installation of photovoltaic panels, and of course, the integration of cyclonic constraints The revegetation will also be organized to create a walking route and a park to which the population will have free access. Because animal protection is everyone's business, the creation of a refuge and an active pound on a daily basis in the territory of Saint-Martin is supported by the majority of elected officials. _VX
