“Friday November 30, 2018, a blocking of CTOS premises took place. It does not fall within the framework of the laws governing the right to strike, no notice having been filed. This movement, on the initiative of the UTC / UGTG union, follows the sending, on November 23, to 16 agents in office, of a letter from the President Pascale ALIX-LABORDE, indicating to them that they will have to definitively cease to exercise their functions within the CTOS at the end of this month. 

I was indeed forced, in my capacity as guardian of the CTOS, to terminate, on November 30, 2018, all the contracts of the interested parties. This difficult decision comes after a work meeting held on October 9 at the Prefecture, and in accordance with the commitments that I had to make with the State and its representatives. I nevertheless wished to maintain the dialogue with the aforementioned trade union organization. I thus accepted a meeting, Thursday November 29, with the UTC / UGTG. On this occasion, I explicitly recalled the difficult budgetary situation of the CTOS, the severe conclusions of the report of the Territorial Chamber of Accounts on the management of the COM and its satellites between 2007 and 2016, as well as my inability to at this stage, to be able to directly recruit these agents.

I also reminded my approach to the relevant services of Pôle emploi, so that individual and personalized support is guaranteed to each agent, especially in terms of paid training. The shared objective is to encourage a return to work as quickly as possible. "
