Addictive behaviors, with or without substances, represent in France, as in Saint Barthélemy and Saint Martin, a major public health problem with serious health consequences, psycho-social, economic and human.
All categories of the population are concerned with a higher risk of problematic use among young people and people facing situations of vulnerability.
In our territories, the use of narcotic products is characterized by excessive alcohol consumption among young people and the use of illicit drugs (problematic use of cannabis among young people, present and sometimes visible use of crack cocaine).
The government's action plan to combat drugs and addictive behaviors (MILDECA) defined the national strategy for the period 2018-2022 in response to new challenges such as the high diffusion of cannabis and worrying behaviors of excessive alcohol consumption among young people from college, the feminization of risky behavior, the evolution of consumption patterns with the appearance of new synthetic drugs.
