Development: What will the future Front de Mer look like?

The Marigot Sea Front urban development competition was launched last week by the Collectivity, which will shortlist three candidates in February. They will then have to finalize their project by consulting the population and by carrying out field visits. The final project will be selected in June 2021.

Specifications reflecting the will of elected officials have been drawn up by the services of the engineering and construction department of the COM with the support of an agent from the French development agency. The chosen perimeter extends from the Galisbay car park (excluded because it is the subject of another development project) to the cemetery roundabout by integrating certain streets (République, Kennedy, etc.). The ferry terminal and the Fort Louis marina are also already the subject of an independent renovation project.

The main principles

One of the requirements is to design a “coherent” space, “an urban seaside park, that is to say a place of well-being, life and animation”. The candidates will have to imagine "green paths", spaces for pedestrians, cycle paths. “Opening up the seafront to the city center and vice versa” is also a principle that candidates should not deviate from.

An iconic monument

Following the example of Sydney Bay with its opera house, Rio de Janeiro with its Christ the Redeemer, the COM wants Marigot to also have its “iconic monument”. Candidates are free to design one. "Obviously, we are not going to create a monument as large as Christ in Rio!", Specifies Valérie Vrabie of AFD. The goal is for this monument to be emblematic and can be used in commercial derivative products (magnets, etc.)

Artistic support, cultural heritage.

One of the aims is to "make the seafront a place of reception for festive events, artistic and cultural projects". The specification includes a special clause for the kiosk at market level: it is given the option of either maintaining it in its current location or demolishing it and imagining a similar location elsewhere on the waterfront.

Note that candidates are asked to keep certain elements such as the mosaics at the market or the statue of the blanket.

Market

The seafront will always welcome the tourist market. It is planned to set up 10 shops / bars of about 100 square meters, 24 stalls for the food market on about 400 square meters. Some 1 square meters will be dedicated to street vendors.

Lolos, restaurants

The project provides for 16 lolos over approximately 600 square meters. They should be built in a Caribbean style. “The containers in which the breasts have moved will not be kept because they are temporary. They were installed because the building that housed them had been heavily damaged by Irma and must be destroyed, ”says the president of the COM.

In addition, the overall project for the development of the seafront is the construction of four other restaurants. It would be financed by the COM which could then sign a public service delegation for their operation, but on this point, nothing has yet been finalized.
