Travel abroad: Authorization to leave the country becomes compulsory for minors

From January 15, 2017, any minor who travels abroad without being accompanied by an adult with parental authority, must have an exit permit.

Since the start of 2013, a minor could travel alone in the European Union with a valid identity document and no longer needed a signed authorization from holders of parental authority. A facility that will be removed in order to avoid in particular the departure of minors for Syria or Iraq. "From January 15, 2017, a minor who is not accompanied by a person with parental authority will no longer be able to leave the country without authorization," the Interior Minister announced on Friday.

As part of a trip abroad, the minor must thus be provided with his identity document (national identity card or passport), the authorization to leave the territory signed by a holder of authority and the photocopy of the identity document of the legal guardian who signed it. The passport alone will not be enough.

"The authorization to leave the territory will be payable for all minors residing in France, whatever their nationality," adds the Interior. The "new device complements the judicial measures (prohibition of leaving the territory) and emergency administrative measures (opposition to leaving the territory) to avoid a possible departure abroad," said the ministry. _AF
