As part of the fight against insecurity, incivility and disturbances to public tranquility, the executive council voted in favor of the decision authorizing the Collectivity of Saint-Martin to sign a partnership agreement with Semsamar and the gendarmerie.
This agreement improves the safety of the inhabitants by implementing a dynamic operational partnership which allows the territorial police, the mixed economy company and the gendarmerie units to work better together on the territory of Saint-Martin, where Semsamar has a real estate heritage. The procedures essentially consist of the implementation of preventive actions via mediation (Semsamar mediators), monitoring of residential tranquility via the exchange of information, observation but also the permanent authorization of access by law enforcement officials to the common areas of the residences and to situational prevention, including appropriate town planning and development prescriptions.
Thus, several common law devices could be applied within the framework of this close collaboration of the actors concerned.
