Resource shortage for retirees: Incomplete files causing suspension

Incomplete files, erroneous documents, missed deadlines, or even lack of understanding of the questionnaires, all of which lead to delays in the processing of ASPA application files received by the Pension Insurance of the General Social Security Fund of Guadeloupe .

The Director of Retirement Insurance (AR) of Guadeloupe, Betty Besry, considers that communication must be stepped up, because the AR agents notice that there is a lack of information on certain key elements of files. In Saint-Martin, many people benefit from the ASPA (Solidarity allowance for the elderly) "because they have not worked much in their career and therefore they benefit from this solidarity allowance", notes Betty Besry.

The Pension Insurance regularly sends the insured a resources questionnaire or a residence questionnaire, because to benefit from the ASPA, you must reside in France, but also the granting of the ASPA is subject to conditions of resources. "We have to check whether the resources have not been modified, which would change the amount of the additional allowance", specifies the director of the AR. But, there is a deadline for returning these files and the RA notes “each time, that these questionnaires arrive to us after the deadline, or the day of the deadline”. Given these too late submissions of files, "the computer system cuts the solidarity allowance and people find themselves without resources," says Betty Besry.

Also, the latter would like to send "an extremely strong message" to the insured, to tell them that, when they receive a questionnaire of resources or residence, "it must be returned at least fifteen days before the deadline". This in order to allow the AR to enter the information into the computer system and thus avoid the breakdown of resources, "it is very important and it must be repeated," insists the Director of Pension Insurance. _RM
