Policy: What changes on January 1, 2019 in terms of registration on the electoral roll

As the European elections approach in May 2019, the procedures for managing the electoral lists will change on January 1, 2019

The procedures for voter registration will be simplified, the reliability of the electoral lists improved and the task of the town halls reduced.

From January 1, 2019, voters will be able to:

• register as close as possible to the poll, instead of December 31 of the previous year, currently. To vote in the next European elections on May 26, 2019, voters will be able to register until March 31, 2019;

• submit their registration requests online, on the websites www.demarches.interieur.gouv.fr or www.service-public.fr, regardless of their municipality of residence. The deposit at the counter of the municipality or the transmission of requests for registration to the municipality by mail remains possible.

This development is associated with the establishment of a single and permanent electoral register (REU), the keeping of which is entrusted to the National Institute of Statistics and Economic Studies (INSEE).

This development lightens the burden on municipalities in the management of electoral lists.

From now on, communities will no longer have to:

• register young adults, now registered on the REU following the citizen census carried out by the municipalities, and updated if necessary during the day of defense and citizenship;

• register naturalized persons or persons whose registration is ordered by the judge;

• strike out deceased persons, persons registered in another municipality or persons deprived of their right to vote by the judge.

• The European elections of May 26, 2019 will be the first general elections to be held with electoral lists extracted from the REU. To vote in these elections, voters will be able to submit their requests for registration on the electoral lists until March 31, 2019. Each voter will then:

• be 18 years of age, no later than May 25, 2019;

• be of French nationality or a national of another Member State of the European Union;

• enjoy the right to vote in France or in their country of origin, for nationals of another Member State of the European Union;

• provide proof of its connection with the registration municipality.
