Media: When will the presence of Overseas be at the heart of public broadcasting?

The Minister of Overseas and the Minister of Culture received the report drawn up by the interparliamentary working group on indicators of visibility of Overseas in the public audiovisual sector, jointly led by Senator Catherine Conconne and MP Raphaël Gérard .

This working group was set up on November 14, 2018, following the wish expressed in July 2018 by the Prime Minister, as part of the transformation of the public audiovisual sector, to put the Overseas Territories at the heart of the service antennas audiovisual audience and no longer in the periphery.

On this occasion, the Government laid down with regard to the France Télévisions group the conditions for a fairer representation of overseas territories in public audiovisual offers, with a view to the end of hertzian broadcasting in France. Ô by 2020: quantified, measurable and public programming commitments for overseas presence on France Télévisions channels; development of an enriched digital portal on Overseas Territories, making it possible to promote the 1st Overseas programs; maintenance of a € 10 million envelope allocated to overseas co-productions; creation from the teams of France Ô of an editorial entity which aims to play the role of network head of the Overseas 1st; transition to HD definition of Overseas 1st in TNT; reinforcement of the coverage by the French Overseas Territories 1st teams of the news of the countries of their regional basin.

The ministers thank the working group of parliamentarians co-chaired by Raphaël Gérard and Catherine Conconne who led this reflection, and confirmed to the two rapporteurs that close attention will be paid to their recommendations. They asked their services to jointly examine these recommendations, as well as the conditions for implementing the commitments made by France Television, in order to ensure that they were fully implemented on the date on which the terrestrial broadcasting of France O stopped. Some of these commitments have already been implemented by the company: designation of a coordinator for the overseas departments within the national editorial staff, distribution of the Franceinfo channel: since April 8, 2018 on DTT overseas the same way as in France, increase in the number of overseas subjects and programs broadcast. The procedures for monitoring these commitments will be formalized, to be translated into the specifications of France Televisions, which continues to develop new proposals in order to achieve this objective.
