At the beginning of September 2019, the border police checked a construction site for a single-family dwelling in Quartier d'Orléans. At the site, police observed workers at work.

After checking the information provided by the men, it turns out that most of them are from Venezuela, Jamaica and Saint Lucia, are in an irregular situation in part French and have not been declared. An investigation is opened and will lead to legal action against the owner of the house, HA, and representatives of the two building companies, JC and CA. All three were summoned at the end of November before the local court of Saint-Martin but only CA came forward.

At the helm, CA, the company of which is partly Dutch, explains that JC had asked him to provide him with labor on a construction site. According to JC's hearings, it appears that he received HA's orders. The owner bought the materials and JC was in charge of the execution and supervision of the progress of the site, which amounted to 225 dollars.

The prosecutor demands against HA a ten-month suspended prison sentence and a fine of 30 euros, against J, six months suspended prison sentence and a fine of 000 euros, and against CA three months suspended sentence.

After deliberation, the court ordered CA and JC to pay a fine of 4 and 000 euros and HA of 6 euros.
