Intervention in the Senate: Senator Arnell supports the testing of therapeutic cannabis

On Tuesday 12 November 2019, Senator Guillaume Arnell, vice-chairman of the Social Affairs Committee of the RDSE (European Democratic and Social Gathering) group in the Senate, spoke during the examination of the bill for the financing of the Social Security (PLFSS) 2020.

Last fall, the government promised a return to balance in the Social Security accounts, and Senator Arnell notes that today, "we are presented with a PLFSS 2020 with degraded accounts; 5,4 billion euros in deficit, and the promise of a return to balanced accounts for 2023, in particular due to the "yellow vests" measures.

Guillaume Arnell also addressed the situation of the public hospital, pointing out two aspects, on the one hand "10%, ie the percentage of hospital entities having closed between 2008 and 2018", on the other hand "+ 834 380 , or the number of additional hospital stays over the same period ”. For Senator Arnell, it appears difficult to improve the performance of hospitals, "when there are fewer establishments and more care to provide".

Another subject, but in another register, the senator is in favor of experimentation with therapeutic cannabis. "I am thinking in particular of people suffering from an incurable or chronic disease, such as multiple sclerosis, for whom morphine sometimes no longer works." According to the representative of Saint-Martin, in addition to being more relieved of their pain, "these people would no longer need to go to the emergency room, which would have the effect of helping to relieve them"._RM
