Five years later, we are talking about the establishment of a local mission in Saint-Martin

The first stone of the site was laid in 2016 by the Minister of Labor. But the second has never been asked.

The first stone was laid on Friday October 28, 2016 on land in Concordia, near the media library. For the occasion, an official ceremony was organized as part of the trip to Saint-Martin of the Minister of Labor, Myriam El Khomri at the time. “This will be the last local mission in France. (…) Saint-Martin was the only territory not to have a local mission ”, declared at the time, Myriam El Khomri, the Minister of Labor to justify the financial investment of the State in this project, that is to say one million euros on the estimated € 1,7 million.

The interest of this project, validated a year earlier by the members of the executive board, was also confirmed by all the stakeholders. During the time of the municipality, the territory had a branch of the local mission of Guadeloupe but with the change of status, the mission of Guadeloupe withdrew from Saint-Martin and part of its actions were carried out by the AIO service (Reception, Insertion Orientation). Hence a common will of the State and the COM to overcome this lack. “The services provided to young people in Saint-Martin have regressed even though the needs are increasing from year to year: around 40% of the population is under 20 years old, 5 young people are between 000 and 16 years old, 25 are registered with Pôle Emploi but the AIO service (reception, information, guidance) which prefigures the future MILO [local mission] welcomes around 600 young people per year. Saint-Martin urgently needs such a place, a one-stop shop for young people to welcome them, guide them, support them towards employment ”, was it written in the 900-2014 Development Contract signed in July 2020 by the State and the COM. The stakes were therefore high.

However, the second stone was never laid. Technically, it could not anyway not be in the wake of this official ceremony since the public contract for the construction of the building was only launched in August 2017. It would therefore seem that the plow was put before cows. And that by local mission was meant especially at the time the building that was to be used to accommodate the services of a local mission. Still, more than four years later, Saint-Martin still does not have a local mission.

At the start of 2021, the case is back on the table. On January 18, Senator Annick Petrus “announces with great joy” on her Facebook profile “the return of a full-service local Mission to our territory”. She has just attended, with the Deputy Director General (DGA) of the human development pole of the COM, a meeting at the office of the Minister responsible for integration, "to defend the project of a local mission in Saint-Martin" .

During a press conference yesterday morning in the presence of the Director General of Services (DGS), Jocelyn Eloin confirmed this announcement and the desire of the COM to bring this project to fruition, to set up these services. According to him, it is all the more important that many government measures intended for young people - in particular those included in the economic recovery plan - are carried by the local missions. As for the room that will house the local mission, the COM does not seem worried about finding one already built.
