During the general discussion, Guillaume Arnell addressed the measures concerning Saint-Martin, and indicated that it is "crucial that the applicable law can take into account the statutory changes adopted in recent years".

Regarding economic measures, the senator mentioned that "they plan to extend to Saint-Martin and, to a lesser extent, to Saint-Barthélemy, the mechanisms created by the law of 20 November 2012 on the economic regulation of overseas". It was suggested to create "an Observatory of prices, margins and incomes composed of representatives of the State and of civil society". This project “also plans to establish a price-quality shield”.
