“The main lessons learned from this phase raise three main concerns which the stakeholders intend to take hold of (…): the urgency of strong public policy intervention, actions in favor of employment and against unemployment, development economical to combine with restoring the quality of the living environment ”

“Actions in favor of employment are imperative given the high level of unemployment observed. (…) Fighting unemployment and promoting the development of activities and employment are essential action guidelines to support the social development of the territory. (…) No economic development can be effective without vigorous public intervention to restore the quality of the living environment ”.

These sentences are topical. However, they did not come from the meeting on the theme of the future of young people which took place on Monday afternoon in the prefecture in the presence of the State services, representatives of the Têtes Ensemble collective and the COM, meeting which aimed to "identify the main difficulties encountered by young people and develop an action plan to respond to them".

These sentences date from 2015. They come from the city contract that the State (Education, DAC, etc.), the prosecution, the COM, the CCISM, Pôle Emploi, CAF, ARS, SIG, representatives Neighborhood councils 1 and 6 of the time (Steven Patrick and Georges Richardson) signed.

This contract was drawn up following an "inventory which [had] revealed an alarming situation". "The symptomatic socioeconomic indicators do not seem to provide the full measure of the situation," he had been underlined. At that time, there was an explosion of delinquency and violence on the island which caused great concern. But at the same time, it had been recognized that the systematic arrest of the perpetrators and their detention were only provisional responses which did not resolve the substance of the problem. It had in fact been recognized the necessity and the urgency of taking action to prevent delinquency. For example, the construction of sports fields in neighborhoods that lacked them; young people had no space to play or play sports, their only playground was the street.

“The community diversity which structures Saint-Martin's society also refers to issues relating to social integration, good living together. The territorial authorities cannot get rid of them, without substantial consideration translated into strong political acts, at the long term risks of seriously impacting social balance. (…) The latter are proving more and more precarious in a society in deficit of economic progress with a social elevator blocked for the great majority ”, one can read in this document. Four years later, the same observations are made. And today, meetings are still organized to reflect on actions.

As a reminder, the city contract 2015-2020 defined Sandy Ground and Quartier d'Orléans as the two priority neighborhoods and six other sectors as so-called active watch districts (Hameau du Pont, Agrément, Concordia, Saint-James, Grand Case and Cul de Sac). All of the partners had approved a series of actions to be carried out over five years to meet the challenges of the territory.

The contract was structured around three pillars (social cohesion, living environment / urban renewal and economic development) which brought together six themes (housing / living environment, health, education / youth, social support, security and crime prevention, governance of the city contract), which targeted three areas of progress (urban development and territorial promotion, local democracy, project governance) and seventeen challenges (territorial identity, health development, education, support for business creation, etc. ). A total of 57 priority sheets have been drawn up. Each partner was committed to carrying out a certain number of actions according to their skills, some were carried out (parents 'school, parents' forum, My Quartier my business, victim assistance, etc.), others not yet ( study on unsanitary conditions, emergency housing stock, neighborhood cultural events, etc.)
