Purchasing policy: a code of ethics to fight favoritism

0

After the establishment of an ethics referent at the start of the year, the Collectivity establishes a code of ethics and purchasing policy. Its objective: "to strengthen confidence and give a quality image of the community and the public service by highlighting its rigor and professionalism".

This document will formalize a "set of rules and duties promoting public purchasing, the conduct of those who perform it, the relationship between them and suppliers". The rules to be applied by elected officials but also by administrative agents, who must also assume their responsibility, underlines the president of the COM. Despite "solid regulations based on the main principles of freedom of access, equality and treatment of candidates, risk areas have appeared following the simplification of certain procedures sometimes generating doubts and insecurities that should be addressed. 'contain it in a coherent way,' admits the president. And thus to justify the drafting of this new document, which was suggested and approved unanimously by the elected representatives of the territorial council meeting in plenary session on December 17th.

This charter should provide a framework for “everyone's practices” and allow “fair and equitable purchasing practices, transparent choices and the fight against favoritism and other abuses”.

This decision comes when the president, two vice-presidents, a territorial advisor, agents and companies are involved directly or indirectly in legal cases related to the award of public contracts (before and after Irma) in the non respect of rules. (soualigapost.com)
