CNEPEOM: The vice-president, Yawo Nyuiadzi rapporteur of a publication on Overseas statistics

The National Commission for the Assessment of Overseas State Policies met on Wednesday, June 27 in Paris, in plenary session. 

This second plenary session was in particular an opportunity for the members of CNEPEOM to define the lines of work for this new legislature. Four themes were unanimously selected: CNEPEOM will thus work on health as a right to equality, on the evaluation of overseas tax systems, on initial and continuous training as factors of integration and on indicators, tools and public policy evaluation statistics.

"A final subject is particularly crucial in overseas countries in general and in Saint-Martin in particular," said Vice-President Yawo Nyuiadzi, representative of the Communities within the CNEPEOM Bureau. “Despite notable progress, the Atlantic COMs are statistical blind spots. The Collectivity of Saint-Martin is particularly handicapped by this situation: indeed, Europe requires annual statistics within the framework of Operational Programs. This lack of statistics, as it stands, does not allow St-Martin to obtain the qualification of NUTS 2 region, preventing it, therefore, from becoming a managing authority for European funds over the period 2014-2020 . And the question will arise for PO 2021-2027 ”details Mr. Nyuiadzi. “Because of their special status, our territories, which do not have the means to create their own statistical service, fall under the responsibility of the INSEE only for the census question. To get out of the blind spot of public policies, we more than need indicators such as the price index, health indicators, poverty or illiteracy rates, foreign trade and GDP figures. of course… This situation is very disabling for our territories ”concludes the vice-president, to whom CNEPEOM entrusted the writing of the report on this line of work.

As a reminder, the National Commission for the Assessment of Overseas State Policies brings together parliamentarians, representatives of all overseas communities, representatives of the Economic, Social and Environmental Council as well as representatives of the Ministry of Overseas and action and public accounts. Established by the Law for the Economic Development of the Overseas Territories (LODEOM) of 2009, this commission, as its name suggests, has the mission of monitoring the implementation of public policies of the State in the Overseas Territories, in particular measures for economic and social development.
