State - Community: a rather difficult relationship

In the second part of his speech concerning the signing of the addendum to the post-Irma protocol, President Daniel Gibbs answered a few questions, notably on his relations with the State and its services.

The form and the funds on the deadline for signing the addendum to the protocol do not suit President Daniel Gibbs, “once again, we took the time to negotiate amicably.

The President assures that he will respect all the conditions which are requested and imposed on him, “I would like to say the bottom of my thoughts on the methods which are used. On September 6, 2017, the Collectivity found itself with an economy “completely flat. Entry of recipes, zero. A first allocation, after negotiation, was to give 12,5 million euros to compensate for the revenue that was generated by the property tax. The estimate we made, which was based on the one from the year before, was $ 18 million. The compensation that had been made was 12,5 million ”.

From there to think that there is a will to harm the Collectivity of Saint-Martin, there is only one step that Daniel Gibbs does not want to take.

“I don't like answering on behalf of others, and I especially don't like to make interpretations. I wouldn't answer for those who are behind it. ”

Three months after Irma, when he came, the President of the Republic asked for an assessment of the damage, both in the public and in the private sector. Three weeks later, the Collectivity was in a position to give this assessment, which was 3,5 billion. A report has been tabled. The state did not provide an assessment report, other than a reassessment of the report we provided. I give everyone the freedom to understand what happened and on what basis we are working ”.

Moreover, the President assures us that he "can only hear the Collectivity, they are bad people, I can no longer hear that the Collectivity is doing anything, I can no longer constantly hear this criticism". Instead of supporting a Collectivity which was "disabled, sick, hurt by what had happened, some have continued to incriminate it. So much so that we really wondered if we were trying to accompany us or rather to sink us ”. Daniel Gibbs believes that what happened to the Collective is like "a boxer who took an extremely violent uppercut, who did not fall but who falters, and who is asked to be effective. This is what happened to us during these two years, and the coach asked us to be efficient ”. As for its relations with the State services, "it is as if we were asked to throw a buoy, and instead, we were thrown an anchor". _RM
