The Department of Internal Control and the Evaluation of Public Policies of the Collectivity of Saint-Martin, the DCIEPP, controls the internal management and the proper implementation of public policies in the territory.
The DCIEPP, in the field of its missions, is notably chargued to control the proper use of public subsidies granted by the Collectivity and calls on each beneficiary to be attached before the end of October 2020, as part of this control.
With regard to the law (article 1611-4 of the General Code of Territorial Collectivities), any association, work or company having received a public subsidy may be subject to control by the Collectivity which granted this financial assistance. It is within this specific framework that the Collectivité of Saint-Martin intervenes to ensure the proper use of public funds and in particular of the subsidies granted to associations and satellite organizations in 2019.
Any refusal to communicate the documents requested by the institution may result in the cancellation of the allocation of the subsidy or its restitution (article 14 paragraph 3 of the decree-law of May 2, 1938).
As part of the monitoring and evaluation system for subsidized associations and satellites, managers of structures that have benefited from a subsidy from the Collectivity in the 2019 fiscal year are asked to quickly make an appointment with the Management.
