Saint Martin: A new management of European Funds

On the occasion of the launch of the “Pretty Month of Europe in Saint Martin”, a seminar was held last Wednesday at the Interprofessional Chamber of Saint Martin in the presence of the Prefect Delegate of the Northern Islands, Anne Laubies, the Deputy, Daniel Gibbs, the Senator, Guillaume Arnell and the President of the CCISM, Jean Arnell.

For more than twenty years, Saint-Martin has benefited from the solidarity policy that Europe is implementing for the benefit of its most disadvantaged regions to enable them to catch up on their development lag.

The structural funds have been operating in Saint-Martin since 1989, through multi-annual programs common to Guadeloupe and Saint-Martin which covered four important periods:

- 1989-1993: community support frameworks

- 1994-1999: community support frameworks

- 2000-2006: the DOCUP (833 million euros for Guadeloupe and Saint-Martin)

- 2007-2013: operational programs including 42,5 million euros for Saint-Martin)

For the 2014-2020 period, European funding represents 59 million euros (excluding the Saint Martin / Sint-Maarten territorial cooperation program) including:

- 38,6 million euros for the European Regional Development Fund (ERDF)

- € 15,8 million for the European Social Fund, including € 1,2 million for the Youth Employment Initiative (YEI)

- 3 million euros for the European Agricultural Fund for Rural Development (EAFRD)

- € 0,769 million for the European Maritime and Fisheries Fund (EMFF)

In order to manage these European funds with maximum efficiency, the Prefecture and Community services have set up the "European Financing and Contractual Policy Service". In fact, it will be the single window for submitting applications.

It should be noted and this is important for the ESF, the submission of applications will be done electronically via the “Ma Démarche FSE” platform accessible on the Internet. Finally, still during this seminar, the director of “Qualistat Etude & Conseils” reported on the survey of the reputation of Europe in Saint-Martin.
