The State grants financial aid but imposes the place of its use

The state will grant financial aid to people most in difficulty after Irma has passed through prepaid cards.

It will benefit "will reach 300 euros per adult and up to 900 euros per household depending on the number of children," said Prime Minister Edouard Philippe during his trip to Saint Martin on Monday. It will allow "to pay directly for purchases with a code without resorting to cash payments," he added.

The affected families affected by this system will be informed by the public finance departments of the community within ten days.

It is interesting to note an advance in the State's thinking on this subject. In 2016 when the COM had voted to demonetize part of the RSA, in other words had voted to introduce a prepaid card so that part of this allowance would be used in the French part (and not in the Dutch part) via this system, the prefecture had seized the Council of State which had rejected no later than February 8 of this year this principle of demonetization.
