Economy: Government aid for the overseas territories

Last Friday, the Prime Minister, Edouard Philippe was at the Ministry of Overseas to announce an exceptional support of the government to the overseas territorial collectivities in order to overcome the crisis.

“This crisis that we are going through has a strong impact on their financial balance. The municipalities, departments and overseas regions are no exception. The subject is technical but local finances have a direct impact on the daily life of citizens: modernization of transport, operation and renovation of schools and high schools, waste management, etc. ”, underlines Annick Girardin, Minister of Overseas France.

For this reason, we organized with the Prime Minister and several ministers a videoconference with the prefects and the presidents of the associations of mayors of Guadeloupe, Guyana, Reunion, Martinique and Mayotte. An unprecedented commitment by the government has been made: it is to compensate for the municipalities and regions all losses from dock dues and fuel taxes, based on the average of the last 3 years. The departments are not forgotten: they will receive advances on the decline in revenue from transfer duties for consideration ("notary fees").

We support all territories and all levels of communities: New Caledonia and French Polynesia through AFD loans guaranteed by the State, but also the small communities of Saint-Barthélemy, Saint-Martin, Saint-Pierre-et -Miquelon and Wallis-and-Futuna through a compensation mechanism for revenues considered equivalent to those of dock dues and fuel tax.

The challenge is great: it is a question of maintaining access to a quality public service for all of the overseas residents. ”
