In a press release, the President of the Collectivity calls for "a peaceful and lasting resumption of social dialogue". However, in order to remove the blockages that paralyze the services of the Collectivity, President Gibbs summoned the union UNI.T 978.

“For 6 weeks now, the Collectivité of Saint-Martin has been paralyzed in its public service mission by a trade union movement led by the UNI.T-978.

The blockages of almost all the sites deprive the agents of their freedom of access to their workplace and directly affect the Saint-Martin population in a particularly tense economic, social and health context. With the support of my elected officials and my technical teams, I have always taken care to favor dialogue, listening and consultation, despite obstacles and demands that go beyond trade union prerogatives, in particular ordering the departure of a local civil servant. I have expressly requested that the blockades of our public services as well as the roadblock illegally obstructing access to the street leading to the Hôtel de la Collectivité be lifted as of Monday July 26, 2021 at 8 a.m. This request went unanswered. The deadlocks have been maintained and our attempts to resume dialogue have all failed. I therefore made the decision to resort to law by means of an “hourly summary”, on the basis of bailiff's findings, aimed at removing blockages creating a manifestly unlawful disorder. Indeed, if the right to strike is indeed a fundamental right recognized for both employees and public officials, the fact remains that it must be reconciled with the continuity of public service.

In addition, the stake of this social movement is important for the Collectivity of Saint Martin which is not in a position to prepare itself for the prospect of the new school year in particular. A summary summons was therefore sent to the legal representative of UNI.T978 on Monday August 2, 2021, for a hearing held today, Tuesday August 3, then postponed to Friday August 6, 2021. At the same time, Monday August 2, 2021, I learned through a press release that a meeting was held between the unions UNI.T978 and UNSa, and in the afternoon I received a proposal to resume social dialogue with the aim of "finding a agreement for a satisfactory way out of the social crisis (…) ”. I welcomed this proposal with great interest by confirming a meeting tomorrow, Wednesday August 4, 2021 between the union representatives and a delegation of elected officials accompanied by technicians from the administration ”.
