A Digital Pass for people in difficulty planned for 2021!

As part of the deployment of digital access in its territory, the Collectivity of Saint-Martin, through its Solidarity and Families delegation, submitted an application to the National Agency for Territorial Cohesion (ANCT) in 2020 The agency accepted the candidacy of Saint-Martin and undertook to co-finance the project to deploy the Digital Pass in our territory. An agreement aimed at setting the framework for this new partnership for the benefit of vulnerable groups will be signed shortly.

In view of the difficulties existing in Saint-Martin, our Overseas Collectivity volunteered in 2020 to acquire the Digital Pass. This system is open in particular to young people aged 16 to 25, with the support of the Support, Integration and Guidance Department (AIO). RSA beneficiaries and job seekers will mainly be targeted and supported by the Employment Center and our services. The system will also be open to people with loss of autonomy.

The Collectivity of Saint-Martin has identified the audiences who will be able to benefit from the Digital Pass:

- Women aged 16-25

- RSA beneficiaries

- Job seekers

- Young people living in outlying neighborhoods

- People with disabilities

- Young people from the PSAD (platform for monitoring and supporting school dropouts)

- Seniors

The Solidarity and Families Delegation, in consultation with the Human Development Delegation, will be responsible for developing a specific program for target audiences.

The deployment of the Pass' Numérique system will be carried out throughout the territory of Saint-Martin, with a priority for the districts identified as priorities in the 2015-2020 City Contract.

The 2017-2022 Territorial Plan for the Development of Training and Vocational Guidance, the Skills Investment Plan ”(PIC), the Territorial Social and Medico-Social Assistance Plan and the Territorial Master Plan for digital development, will also be asked to identify target audiences and open the system to priority people.

The President Daniel Gibbs and the 3rd vice-president in charge of Social, Sofia Carti, welcome the involvement and the transversal action of the services of the Collectivity which resulted in the obtaining of the Digital Pass. This device represents a significant help for people in difficulty, it will be deployed in 2021.
