Cole Bay STEP: a new step taken

It is a project that dates back several years, that of the construction of a wastewater treatment plant (STEP) in Cole Bay to which would be connected a part of the sanitation network of the French part. It was included in the operational cross-border cooperation program (POCT) in 2014. The principle was to avoid building two STEPs (knowing that the COM had no land available) but to share one.

A contract notice for a project management mission relating to the creation of a WWTP and sea outfall emissaries has recently been published by the COM.

The treatment plant should be located at Cole Bay above the Gebe site. Due to the proximity of the drinking water production plant, it is expected that the discharges of treated water will not be done directly at sea but by bypass. A second outfall to the lagoon should also be installed.

The COM of Saint-Martin has planned to connect the Spring-Concordia, Saint-James and Bellevue districts to STEP, the equivalent of 8 people; as for the government of Sint Maarten, it plans to connect the domestic effluents of 500 inhabitants. Thus, the initial capacity of the WWTP would be 9 population equivalent (PE) with the possibility of an extension of 000 PE, or a total final capacity of 17 PE.

The estimated cost of construction of the station is estimated at 11,5 million euros. The operation will be financed by COM (connection of its network), the government of Sint Maarten as well as by European funds (Feder and Fed).

Finally, note that the works being carried out in Sint Maarten, the works contracts will be launched by the Dutch side.
