SOCIAL: Towards a better policy of access to rights for Saint-Martin residents

This Wednesday morning, February 15, the Collectivity of Saint-Martin, the Caisse d'Allocations Familiales (CAF) and the General Social Security Fund of Guadeloupe and Saint-Martin (CGSS) signed a global territorial agreement (CTG) to meet the needs of the territory and the most vulnerable Saint-Martin families.

Louis Mussington, president of the Collectivité accompanied by his 4th vice-president Michel Petit, was surrounded by the president and director of CAF, Cédric Geolier and Patrick Divad, the president and director of CGSS, Doctrové Janky and Jean Veron, without forgetting Nathalie Marrien, Deputy Director General of the Solidarity and Families Delegation of the Collectivity. Thanks to 73 action sheets identifying the specific needs of the inhabitants of Saint-Martin via a field diagnosis, responses will be provided throughout the territory: "in terms of concrete actions, we are committed to improving access to the rights and health of Saint-Martin residents, by strengthening support for users for the opening of rights but also the development of childcare facilities, extracurricular activities and leisure centers" declared the President of the Collectivity when signing the tripartite agreement. This is based around four major axes: the development of a policy of access to rights and digital facilitation for all, the promotion and support of a dynamic of animation of social life to encourage the inclusion of residents in their environment, the optimization of equipment and services for families in Saint-Martin and finally, the consolidation of social support in a partnership dynamic based on the resources of the territory.

The reinforced partnership between the COM, the CAF and the CGSS will make it possible to build a social project for the territory for a period of 5 years, with the associative and institutional partners as well as the inhabitants and socio-professionals. In the said agreement, CAF undertakes, among other things, to improve access to rights and service to users, deploy systems in favor of early childhood and childhood, promote the emergence of projects in favor of youth, support parenting and facilitate parent-child relationships, contribute to the inclusion of people with disabilities, participate in social support for families in precarious situations. The CGSS, for its part, undertakes, for example, to support vulnerable policyholders in carrying out their procedures for access to rights, to detect policyholders in a situation of renunciation of care (the coverage rate of the Saint-Martin population being from 53% to 58% in Guadeloupe), provide the Community with communication or information media, organize information and training sessions on services, services and online service offers for the Community staff, inform the latter about the arrangements for access to care and the conduct to be adopted in the context of detecting a situation of fragility, indicate to the Community the methods of contacting the services as well as the delivery circuit files. If the implementation of a service offer as close as possible to Saint-Martin residents, including the most vulnerable publics, is the fruit of the work of several actors, Louis Mussington did not fail to salute the boundless involvement of 'Evelyne Fleming who never ceases to defend the population of the territory. _VX
