HEALTH: Authorization by the ARS of a Specialized Reception Center (MAS) and a medical-educational institute (IME) in Saint-Martin and Saint-Barthélemy

The regional health plan (programmatic document of the evolution of the health offer over the period 2018-2023) provided in its priority axes the development of a medico-social offer for people with disabilities living in the Territorial Communities of Saint-Martin and Saint-Barthélemy.

In these territories, until 2020, support for people with disabilities was provided solely by a special education and home care service (SESSAD) for children and by a home nursing service ( SSIAD) in Saint-Martin for people aged 60 and over.

The Regional Health Agency (ARS) has therefore carried out over 4 years, in consultation with the two Territorial Communities, an ambitious program to develop the medico-social offer of these territories in favor of people with disabilities. .

To strengthen the existing offer, since 2020, a 20-place SSIAD has been successively authorized in Saint-Barthélemy, an early medico-social action center (CAMSP) and a medico-social support service for disabled adults (SAMSAH ) respectively of 15 places, including 4 in Saint-Barthélemy. In 2022, the agency pursued its objectives by organizing two calls for projects (AAP) for the creation of reception places, permanent and temporary, with and without accommodation, within an IME of 42 places and a MAS with 43 beds and places. These are medico-social structures whose pricing – financing via health insurance credits and control are the exclusive competence of the ARS.

At the end of these AAPs, the projects were examined and classified by commissions including, among others, the Local Authorities concerned, representatives of users and representatives of management bodies in the medico-social sector.

According to the classifications established by these commissions, the authorizations to operate a SAM and an IME were granted on October 25, 2022 to the OVE CARAÏBES project leader by the Director General of the Regional Health Agency.

This decision creates an offer of medico-social support which until then did not exist in these territories and therefore strengthens the existing offer.

The opening of these two establishments is planned for 2023.
