Cyclone season 2018: all about the systems put in place

The Prefect of Saint-Barthélemy and Saint-Martin, Ms. Anne Laubiès, and the president of the Collectivity of Saint-Martin, Mr. Daniel Gibbs, brought together the media to present the measures put in place to tackle this cyclone season.

First of all, the representative of Météo France, Mr. Jimonet, recalled the means of alert and its forecasts for the 2018 hurricane season and recalled the commitment of its services to the population of the North Islands.

Mr. Gibbs drew up a first positive assessment of the cleaning campaign launched on May 10. This campaign will be extended until July 15, 2018, and a new list of shelters has been made public, which will triple reception capacity compared to the 2017 hurricane season, to almost 1700 places.

The Collectivity also announced the implementation of a new SMS alert system to warn mobile operators' subscribers as quickly as possible in the event of a crisis. This system complements the already existing means of communication (Facebook, Twitter, website of the prefecture and the Community).

In order to maintain the alert and information link, the Prefecture informed the press of the setting up of an emergency radio frequency which could be activated after a major event and in the event of a power outage. networks, as was the case after IRMA. For the 2018 hurricane season, it will be the frequency 91.1 FM operated by material means which will be installed at the COD.

In view of post-IRMA feedback, the authorities consider it necessary to bring decision-making centers closer together in times of crisis. A COD common to the Prefecture and the Community has therefore been selected and will be prepared in the coming weeks to best coordinate the responses of the State and the Community.

The Lieutenant-Colonel of the gendarmerie, Sébastien Manzoni presented a new prevention and protection plan, which will allow the security forces, thanks to several check points at key locations, to criss-cross the island after a major cyclonic event, in particular to facilitate the action of operational services. Cooperation is underway with the authorities in Sint-Maarten.

The public authorities, State and Community, have had a coordinated action in the preparation of this season.

They are mobilized and ready. Everyone should therefore ensure this preparation at their level: cleaning, emergency kit, overhaul of their home, awareness of vigilance levels.
